That's a good idea, Jim. Nothing wrong with building your skillset. I can understand IT's reluctance to give you a SQL instance or even just a database. MS charges SQL licensing fees by the user. They might not have enough licenses to go around.
See if they will install Express on a server for you. No cost and it will give you more practice with SQL back ends.

I was just trying to see if I could expand my skills by using SQL. IT will not give me a SQL Server space. But I was also thinking of moving tables that are used in the 20 or so databases i support.
