Jim - Nothing wrong with building your skillset. I can understand IT not wanting to give you database space on an instance. MS charges licensing by the number of users. Maybe they don't have enough licenses to go around.
You might ask them to install Express on a server. No licensing involved.

I was just trying to see if I could expand my skills by using SQL. IT will not give me a SQL Server space. But I was also thinking of moving tables that are used in the 20 or so databases i support.
