But when I use the same application on another computer (Access 2003 OS Vista Business) it does not use the MDW to login. The DB is opened and goes to my Login form.

You MUST have at least a default .mdw file to be able to open a database.  It's a holdover from old .mdb days that supported User Level Security.  The default .mdw file has the default Admin user ID that's granted access to everything.

To fix this, I suggest you repair your install.

Where is it getting this info from?

I am using Access2003 and Win7.
