I think this might also include the year in the grouping making separate groups for months in different years.

With your report in Design View, click on Group & Sort in the Grouping and Totals group to reveal the Group, Sort, and Total window at the bottom.  Click Add a Group, then click on the down arrow next to the Select Field area, then click Expression to open the Expression Builder.  Type in Month([BirthDate]) and click OK.  (This assumes that the name of the field containing the birth date is called BirthDate - correct as needed.)

Then add another sorting expression of:
  Day([birthdate])
You can format the [birthdate] text boxes in your report sections to display whatever you want.
