Sarah-

You MUST have at least a default .mdw file to be able to open a database.  It's a holdover from old .mdb days that supported User Level Security.  The default .mdw file has the default Admin user ID that's granted access to everything.

To fix this, I suggest you repair your install.

I have made my own 'Login' window, however whenever I open the DB, it is first asking for information from the mdw file. I have deleted all mdw files that I could find. but it is still asking me for that login info.

Where is it getting this info from?

I am using Access2003 and Win7.
