You have some control at the very bottom of the section that's keeping you from shrinking it.  In Design view, place your mouse on the ruler on the left side near the top of the section.  You should see your mouse pointer becoming a right-pointing arrow.  Click and drag down into the bar that's the header for the next section, then let go.  That should select all (or nearly all) the controls in the section, including any at the bottom of the section.  I would bet you have a line control or some other hard-to-spot control right on the bottom edge.  Try to select just that and move it up.

I do have the controls at the top edge 0f the section. I cannot make the detail height equal to the text boxes in the section. I have tried the "Reductio ad absurdum" idea by making the text boxes very small. The detail does reduce but the printed output is still showing more white space than the line of text. In this case 3mm of text and 5mm of space.

You cannot reduce the height of a section smaller than the "tallest" control in the section.  Sounds like you first need to reduce the Height of your controls, then you can reduce the size of the section.  Or, if your controls are already not too high, you need to move them to the top edge of the section because you can reduce the height of a section only from the bottom.
