Click in the just above and to the left of the grouped controls on the + in a box. This will select the table. Then remove layout will work.

Hard to guess without seeing your report. Try selecting other controls (labels, text boxes, etc.), and if Remove Layout becomes available again, click it.
I assume you're looking at your report in Design view and not Layout view.

That worked in 2015 but today nothing happens. What Have I missed?
