It sounds to me like the form might be partially corrupt.
First make a backup of your database.
Press Ctrl+G to open the Immediate window. Type:
SaveAsText acForm, "YourFormName", "C:\YourFolderName\YourFormName.txt"
Press Enter. That will save the form as text. This also usually cleans up any minor corruption.
Delete the form in the database and compact.
In the Immediate window, type:
LoadFromText acForm, "YourFormName", "C:\YourFolderName\YourFormName.txt"
Compact and check the conditional formatting to see if it is working. If it isn't decompile the database following the instructions at www.fmsinc.com/microsoftaccess/performance/decompile.asp

What compatibility checker are you talking about? You might want to try decompiling the database. First, make a backup copy. Then follow the instructions at http://www.fmsinc.com/microsoftaccess/performance/decompile.asp

Okay! This is strange. Conditional formatting was working on my copy. I emailed the front end to other users and the conditional formatting would not work. I went home for the day and tried VPN access to the back end and conditional formatting would not work. Select the text box in design view. Use Conditional formatting and select "Expression" as the type. Put something like this in the expression box:
[myCheckBox]=True
You'll need 2 conditions: one if the checkbox is true and one if it is false.
