First, open your form in Design view and go to the Arrange tab and click Tab Order.  You can click Auto Order to organize the tab sequence left to right and top to bottom.  You can also drag and drop controls into the order you want.  Click OK to save the new tab order.  Next, select the form and find the Cycle property.  You can change that to Current Record to stay on the current record when you press Tab.
