After putting the expression, commas still don't display. I tried to change "," to ".", the dot will work. The comma sign won't dispay anywhere in the html mail body. Please help.

Try putting that expression in the query that's the Record Source of the form and then bind the text box to that field from the query.

When I use SendReportHTML function, I found that all the comma ","  are not displayed in the email body.  For example:

All these comma are not displayed in the html mail body. Please help. Thanks in advance.
