At long last, I was able to resolve the problem by...
Installing MS Office on the same PC where the MDF ( SQL Server ) files were located.
Then rebuilt the MDB.
During the rebuild, some forms were found corrupt which I restored from backups.
After the rebuild, the bloating issue was also resolved that had been occurring during re-linking.
Now the MsysCompactError is not created as long as I am on the PC where both the application and DB files are stored.
I am doing all the development on that same PC where both the application and DB files are stored.
Then publishing MDE files for users on the network.
HOWEVER if I copy the MDB to another PC, MsysCompactError is created.
I am not bothered with this - just curious.
