Yes, you can quote the whole thread. Just open the the post and then click on the Reply at the bottom of the post. You will see 3 dots at the bottm of the reply box. If you click on that you'll see everything, but you don't have to click on the dots unless you want to see the thread.
We want the entire thread because a lot of us reply by email. It's simpler to see all posts in one email than to go back to your in-box and read through the old ones. This is handy if you come in late on a thread.
