If someone opened your file in 2010 or 2013 and made any design changes to
any forms or reports, you can no longer go back to 2007. Those later
releases add an unsupported "empty" control to enhance the features
available for Control Layouts. You could try my FixBroken utility that you
can find in Files / 0_Utilities And Add-Ins on the forum website. Note that
you may have to open the database in 2010 to be able to load my utility and
run it to export all the objects - be sure to do this in a COPY of your
database. Create a new empty database in 2007 and use my utility to reload
all the "fixed" objects.

Something corrupted your file(s). It might be just the FE or the BE but it
could be both although that is unlikely.
Work on the back end first. See if it can be repaired. If that goes well
your FE might suddenly start working again. If not, try decompiling a copy
the FE. Decompiling instructions here:
