One way to do this is have a small table with the current version number in it and have the main form of the database have a hidden field with the version of the FE. The start-up code that runs with the form uses SQL to compare the value on the form with the value in the table. If they do not match then a pop-up message tells the user to update. Optionally, you can use a form with a link to where the updated FE is located on a form. I used this method on several databases in the past and I'm sure I can dig up some examples if this seems interesting.
