If you have a SharePoint server, you can develop a web app in Access 2013 and port it directly to the server. However, it is also possible to load an Access database onto a website and then work with the data using Active Server Pages (.ASP), but that requires using a web development front end that understands how to work with databases using ADO and either VB Script or JAVA.

I checked with my provider - Lunarpages - and they do offer web hosting on Windows, but do not appear to offer SharePoint.
