There used to be a nice example of this in the Northwind sample database, but it has disappeared.  The basic technique is to put a hidden text box control on the outer form that has a Control Source something like:

=[First Subform].Form![BillingID]

Then make the Link Parent Fields property point to both the taxpayer ID and this text box.  The protest record for the current taxpayer AND the selected billing line will show up in the second subform.

Also consider building a subform inside the first subform.  If the first subform is in Datasheet view, you'll see a little plus sign next to each row for a billing.  Click the plus sign to reveal the associated protests.

I am trying to ensure that the proper protest is displayed on the form for the selected bill.  Multiple bills can be associated with the taxpayer and protests may not be filed for each bill.
Hope I explained the issue and hope there is an easy solution.  Working with MSAccess 2010 on a Windows 7 system.
