In my experience, a Access 2003 mdb file cannot be opened in any version later than 2010 Access. I suspect the same is true with other Access formaat changes.
Excel, Word, PowerPoint are more version flexible, in terms of new versions readingg old files.

Access databases are supposed to be backwards compatible and usually are unless a bug causes problems with older versions of Access. That tends to happen often with new releases.
