I don't know how much access you have to the database, but maybe you can do some troubleshooting. Switchboards make that difficult if you are not well-versed in VBA. But what you describe tells me your setup is pretty normal. Did you make sure the database is in a trusted location for the O365 guy? Code won't run if it isn't, and the switchboard relies heavily on code for navigation. Holding down the shift key won't do you any good at this point because you need the switchboard to load.
So check the trusted locations on the O365 PC with the guy logged on. Open Access and click on the File tab. Go to Options > Trust Center > Trust Center Settings button > Trusted locations. Make sure the folder for the database is in the list. If it is a server folder be sure to check the "Allow Trusted Locations on my network" at the bottom of the window.

Add a Claim
Search for a Claim
Exit
When Access opens up, the users see the Switchboard with those options. The error occurs when one of these are selected.
He tried holding down the Shift key but that didn't work. You state "if the database does have one or both of those things mentioned above and is not correctly secured..." How would I secure the switchboard?
