I think this might help you. https://blogs.office.com/en-us/2015/12/16/access-2016-runtime-is-now-available-for-download/
You can't mix versions of Office.
I truly believe Microsoft is going down the wrong path for Office. They want to make it a subscription but not take into account for computers that use Office but only the runtime version of Access.
Developing in Access is becoming more and more difficult. As a result, Access forums are seeing a steep drop-off in members. We used to get 1000 posts a month. Now it's less than 100.

Subject: [MS_AccessPros] Install Access Runtime 2016 in pc with Office 2016 H&B
Hi,
I have to distribute my Access application. but when I go to install the access runtime 2016 I get an error message: "Office 16 Click-to-run Extensibility component 64-bit registration".
I have read on many sites that the problem is known. I solved by installing the 2007 runtime.
Want what you think.
Thanks a lot
Domenico
