First, you have to identify the "command" that the error is mentioning. That might not be easy since the message is so vague, but take a look at the database to see if there is an AutoExec macro or a Startup form that runs a routine when it opens.
Those two places might be the source. Also, if the database does have one or both of those things mentioned above and is not correctly secured you might be able to open the database in O365 by holding down the Shift key while double-clicking the file in Windows Explorer.
But for the most part O365 can open older files without a problem.
