Tried adding to the WHERE:
(SELECT MAX(Cert_Expire_Date) and MAX([EMP#]) FROM License_Cert As L2 WHERE L2.[EMP#] = dbo_EMPLOYEE.ID)
Found another way NOT to get the results I am looking for!
