Ah, yes. It has to be the mdw file. You would have to build a new one with 2003. They stopped supporting ULS (except for legacy files) in 2007.

Yes the mdb was originally Access 97, but was converted to Access 2002-2003 some time ago.
However after another day at it, I've discovered that if I remove the security & don't open Access 2013 with a /wrkgrp switch then the database opens ok - albeit without any ULS.
I think the problem is that the mdw file is still in Access 97 format. I can't find a way to convert it. It seems that the only option is to recreate it in Access 2003 (but with 200+ users will be a pain!) or do away with it & write my own ULS for the database. I'll probably do the later and then slowly over the coming months move each of the databases over to accdb format.
