If you mean connect SQL Server data to an Access 2013 desktop database, you can do that using tools on the External Data tab in Access.  You can link any Table or View in SQL Server and use it as a Table in Access.

If by "user infrastructure build in SQL Svr" you mean design tools, you cannot work on the design of tables or views or Stored Procedures directly from Access.  You must use the tools provided by the SQL Server Management Studio.  Many moons ago (Access 2000-2003), Access did have a special form of an Access database called an Access Data Project (.adp) that allowed you to link to the server and design Tables, Views and Stored Procedures directly in Access.  Support for that went away in 2010.
