One other point Art,
if you are using callbacks and fiddling with the ribbon settings, you get a ribbon handle to do so when the ribbon loads. Check from time to time if the handle is still valid/set and if it is then reload the same XML with another name (either as you have suggested appending the time or, as I chose, appending a GUID) and your Handle will be valid again.
When the ribbon stuff arrived in Office, I had a strong taste of "this hasn't been thoughtthrough properly" followed by "and the office VBA guys don't like implementing it either so they didn't do a lot to help it along."
Someone once warned me about the heavy penalties involved in loading/parsing the RibbonXML... Hey, isn't that why they did it? To soak up all that Memory and those CPU-Cycles we've gained over the years. 0:-)
