I am using 2016, and it works like that for me if I start with a new form. However, when I try to change the layout of an existing form from stacked to tabular, I have the problem.
It must have something to do with the fact that I have manipulated the controls and changed some relationship when I have edited the form.

Which version of Access are you using?
The Form Wizard should easily build what you want. When I choose Tabular, it builds a form with the labels in the form header positioned over the text boxes lined up in the Detail section.

The reason I am asking is that I am having great difficulty in changing the many subforms I have to be continuous forms. For some reason, when I select the Tabular Layout, the field labels and field text boxes all end up in one single row, instead of the labels going into the form header.
I am having difficulty understanding how to work with Access "layouts" and the books I have are pretty sparse on that topic.
