Robin-
You can try fiddling with the Top Margin, Bottom Margin, Top Padding, and Bottom Padding settings of each text box. Consider making each text box nearly fill the space of the Detail section, then adjust Bottom Padding to get both the space you want and the descenders displayed.

I am using Access 2013. I have a report where I lose the descenders
if I make the report with more records on a page. When printed the
characters, without descenders, are 3mm high and there is a white
space of 4mm between records. This appears to be out of balance. Is
there anything that I can do. I do NOT plan to use a smaller font size.
