Windows in newer versions jumps through hoops in order to let older software still work. In this respect the old list of printer devices in WIN.INI is mimiced.
You can therefore read the "Devices" Section from "WIN.INI" in code and generate a list of printers.

I'm not sure if you can use a similar trick for Scanners.
There is a sample code and form out there somewhere but I can't find a link to it anymore :'(
