When you hide a toolbar (the Ribbon is actually a toolbar), you are simply setting the Visible property to False.  The toolbar is still there and will return the original designed height.  If you minimize it, the size will change because Access shrinks it to a thin stripe.

Strange, I just checked it again to make sure it works in 2013 as I was used to in 2007 and it works as "advertised". Double clikc on a tab caption and the robbin is minimized, the call returns 61 (in my case), double click on it again, to return to normal size ribbon) and it returns 147.

How are you changing the size of the ribbon?
