If a Location has no Spots defined, then all you will see in the subform is a blank record ready for you to define a Spot for that location.
To find the Link properties, open your form in Design view, select the subform control, then open the Properties window. You should see LocationID in both properties - if not, then the form won't sync to the subform properly.
Did you set up a combo box to edit IndustryID from the Spots table as I suggested? When you do that and are looking at any record, you can select a new Industry for the current spot from the combo box.

I set up the Location table with the subform showing Spot Number, Industry, and Spot Description and I created a query (Spot Description and Industry) but I don't understand how to get the data to show in the subform. I guess I'm not sure about the Combo Box and where to find the Master and Child Fields. The Locations are present one at a time.
