The Quick n' dirty way of getting the Ribbon height is (I have to admit, I had to pick my jaw off of the floor after i found this...)
Application.CommandBars(" Ribbon").Controls(1).height
Yes, "Good old" Commandbars. If the Ribbon is the normal height it returns something over 100 and if it's minimized it's under 100. The actual numbers will depend on Access Version etc.
