As far as I know, there is no pop-up time selector like the calendar date
selector. You would have to create your own form or search through the calendar
forms on this site. Maybe one of them has what you want.

Dear All,
I am using Access 2007. When the cursor is on date field, the calendar controls
is displayed and required date can be selected. However, some of my date fields
have short time format. Is there any way, I can get access display time control
when the field has time format specified, similar to calendar application in
Yahoo?
