To specify a picture for a command button:
1. select the command button
2. in the property sheet, click Picture (Format tab)
and then the builder button ... on the right, or press Ctrl-F2
When Picture Builder dialog box opens with pictures you can choose, click the "Browse..." command button to pick a file.
3. When the file dialog boxs opens, by default it will display BMP files but maybe what you have is a JPG or PNG. In the lower right, to see all files, change to "All Files (*.*)" Access handles BMP files the best, however (I get errors picking other file types). You can use Paint to Save As BMP.
4. Now that the button has a Picture, you can set the Caption property for the text
5. and then the Picture Caption Arrangement property for the location of text with relationship to the picture (ie: Top, Bottom, Left, Right)
6. You can add spaces before or after the Caption if you want.
No-break space, in case you need it, is 160:
ï؟½ï؟½ a.ï؟½ press and hold ALT
ï؟½ï؟½ï؟½ b. type 0160 on the numeric keypad
ï؟½ï؟½ï؟½ c. release ALT
7. If you want more space around the picture, add space in the picture file when you save it.
You could also, as Duane mentioned, add text to the picture when you save it (instead of using Caption and Picture Caption Arrangement ) -- that way, you can position text as you like by the picture.

On a menu where there aren't any data controls, you could probably just use all Image controls (instead of command Button) and there shouldn't be problems with Click in those cases. Problems sometimes happen when there are other control types since Image controls can't take the focus.

I would simply create the image required in an application that allows you to mix text and images. Then use the image on the button. You shouldn't need to modify this at run time.

What I am doing is I have created a command button and overlaid it with a label and an image. The label works but the image acts like its being covered up by the command button.
