Does your Zone Header section have the ForceNewPage property set? If so, what is its setting?

OOOPS!!! I counted chickens too soon! The headers are for various zones and the header for Zone 2 also has a Zone 1 header. This continues through all zones. It only happens on the first page of each zone.
