Hi Robin
Something is making the report formatter think that there is still part of the Zone 1 detail to be printed when you get to the first page of Zone 2.
Does the previous page print all the way to the bottom? Is your Detail section higher than it needs to be?
Perhaps you could upload a cut-down version of the database (with sanitised data if necessary) that exhibits the problem.

The ForceNewPage property is set to "None".
To explain the use of the word the grouping is on "Zones".
The Zone 1 header shows together with Zone 2 header on the first page on the Zone 2 pages. The second page is correct. This fault continues on the second page of each Zone.

OOOPS!!! I counted chickens too soon! The headers are for various zones and the header for Zone 2 also has a Zone 1 header. This continues through all zones. It only happens on the first page of each zone.
