Art – the plan will be created in your default database directory. It will be named "showplan.out" and can be read in NotePad.

Probably not. That writes a new key to:
HKEY_LOCAL_MACHINE\SOFTWARE\MICROSOFT\JET\4.0\Engines\Debug
JETSHOWPLAN text value = "ON"
You could try adding that key to:
HKEY_LOCAL_MACHINE\SOFTWARE\MICROSOFT\Office\14.0\Access Connectivity Engine\Engines\Debug
.. for Access 2010. For 2007, it would be in Office\12.0

I installed it and double clicked on the ON and it looked like its turned on but it is not doing anything. Does it have to be in the folder where the DB resides?

Kinda, sorta. There is a logger that you can turn on/off thay will give you a trace. We have the .reg file in our files folder. It's called ShowPlanRegFiles.zip.
Be sure to turn it off when you don't need it as it can be a big drag on performance just like the profiler is in SQLS.
