Thank you Duane.
You were right in that only some fields were non-moveable. The form name in the Header could be moved. The row of labels in the Header and the row of text boxes in the Detail section were grouped together by the Wizard with a dotted line around the group of them and could not be moved. I selected the grouped labels and text boxes and clicked on Arrange => Remove Layout to clear the Wizard grouping. Now the labels and text boxes can be moved as expected.

I can't imagine you are unable to move controls at all. They sometimes will move in conjunction with other controls. You may need to select all the controls and then from the ribbon: Arrange->Remove.
