I can't imagine you are unable to move controls at all. They sometimes will move in conjunction with other controls. You may need to select all the controls and then from the ribbon: Arrange->Remove.

I used Create => More Forms => Multiple Items to create a form based on
a table. In the form's design mode, I am unable to move controls around.
How do I "unlock" the newly created form so I can move the controls?
