The tab are always inside the frame in design view. One of the issues many of us have faced is copying and pasting controls without first selecting a page/tab. The pasted controls are then children of the main form and not the tab page.
If you can't figure this out, I would create a new blank form and add a tab control. Play with it to see if it behaves exactly the same.

Hi, I've created a tab control but the tabs - Page1 Page2 appear inside the frame rather than on top as separate page tabs and they're not selectable in design view or form view. What could be causing this?
