If you want equal numbers in each group, how about:
Allocate a field to a Group number and make them all = 0.
Define N = total number of records / 4.
Use a loop to change random records having Group=0 into Group=1, until N records have been done.
Then repeat making Group=0 into Group=2 until N records have been done.
Ditto for Group 3.
Ditto for Group 4, but until all remaining records have been done, in case the total number of records is not divisible by 4.
