Access is a good graphical interface with a built in tools and controls and it can add external activex objects, it has a built in file shared database but it can connect to another server based databases like SQL Server, you can manipulate both parts with a built in visual basic for applications Language (VBA), this part is not as good as wish, it is object based and a better option should be object oriented with a more modern language like VB.Net or C#. But design system layers is more like a proposal in Dino Esposito's book : Bussiness Layer, Service Layer, Data Access Layer and Presentation Layer.
