You have this code in the FIND CONTRACT form:

Me.VENDOR_ID.SetFocus
End Sub
Private Sub Form_Load()
If Not Me.NewRecord Then
DoCmd.RunCommand acCmdRecordsGoToNew
End If
End Sub
Neither of those make sense because the form is unbound. NewRecord is failing
because there are NO records!
