[MSAccessProfessionals] AllowEdits False still allows Edit

The form is open in  DoCmd.OpenForm strForm, , ,strWhere, acFormReadOnly
Form Property Allow Edits = No
On Load Event

Me.fsubInsClient.Form.AllowEdits = False

Me.AllowEdits = False
The form still editable!!!!
Is this an indication of a bug?
