I believe Groups.io started charging for transfers back in February:

My limited understanding is that you essentially have to prepay for Premium
for 1 year to get the transfer but can switch back to free at the end of
that year if the Free level will work for a particular group:

At least, that's how things are working now - who knows in a year?
Email messages don't count towards the free 1 GB size limit; things like
message attachments, files, photos, images in databases, images in wiki
pages.
