Thanks for posting this. What version of SnagIt are you using? I'm using 10 and I don't seem to have the same issue. SnagIt does allow a user to create their own shortcut keys so this is a good reminder to not create a combination that will affect other programs.
 
I use SnagIt several times a day to share marked-up screen shots.

 Yesterday I was running a query and noticied that when I hit Shift F9 to re-run the query, nothing happened.  I Googled it and finally found out the issue was a shortcut command configured in Snagit (a screen capture/editing software program).  Once I changed the shortcut command in Snagit, the query refresh worked. 
 
I just wanted to pass this tip along, hopefully someone will find it helpful.
