Sorry about the name mixup!
Collection Voucher *should* have a Primary Key. I assume that CartonNo starts over at 1 for each new Consignment, correct? If so, then the combination of Consignment Number, CartonNo, and Suffix should make a valid Primary Key.

The table in question is CollectionVoucher which has no Primary key, there are some fields in this table which are Primay key in their own table.
table Consignment Number has ConsignmentNo as Primary key
table Clients has ClientCIN as Primary key
table Consignee has ConsigneeID as Primary key
