A "Null" Ribbon will look like this:

<ribbon startFromScratch="true">
</ribbon>
</customUI>

Setting startFromScratch to "true" kills any built-in ribbons, and because there
are no tabs defined, the Ribbon disappears.

2007 is a pain in the neck when it comes to creating custom menus (ribbons). You
have to use XML. I've not even looked at the process for several years so maybe
someone else can jump in with all the details. I'm still working in my beloved
2003 mdb format.

But basically, you create a custom ribbon with nothing on it but maybe a close
button.
