That is really good to know. I just have too many environments to use. I will use the one that I am currently using, which seems to be an issue.

It's supposed to do that automatically - at least for the Access and VBA libraries - but it often fails on other Office libraries.

That is good to know. I will remember this for a long time. If I switch between access versions often enough, is there a way to have access connect to the microsoft outlook current version on the machine?

Whenever you have a "missing" or invalid library reference, all sorts of things break, including built-in VBA functions like Date.

Bill,
I was missing the Microsoft Outlook reference. I guess when I opened the database up in 2013 it used 15.0 for outlook. I unchecked it and went to the 14.0 and the database opened. So my question is how does outlook 14.0 reference produce Dates error function?

Check for missing references in the Code window. Tools>references. If any are marked as missing uncheck them and find the latest version in the list of libraries.
If none are marked as missing, re-register your DAO dll file.
