if you wish to share the database, it can be hosted for a fee by a service that has Access Services
in 2010, you can develop a web database without hosting it ... and then fix issues, any, when you move it up to a host for sharing

Subject: [MS_AccessPros] Question about one of the Access templates from Microsoft
I've just downloaded the "Issues Web Database" Access template from
Microsoft's Office website. I'm using it in MS Access 2010. When they say,
"Web Database", do they mean that the database is actually hosted somewhere
on the Web? What's the meaning of Web, in these instances?
