Right, but here we have a cmd copy and open the accdr over from a hyperlink, so they don't really know what they have. My users are smart but not malicious, and certainly want to use the databases for their intended use and not to be manipulative... mostly...

True-true, but all the user has to do is change the extension back to accdb and everything is right back again. That r just acts as a switch. You can do a similar thing with an mdb. Create a shortcut using the full path for your Access install and add a switch.
All one line:
"C:\Program Files\Microsoft Office\Office11\msaccess.exe" /runtime "C:\MyDatabases\MyDatabase.mdb
The only real use for the runtime switch or the accdr extension is so the developer can see exactly what the user *should* see if everything is set up correctly.
