Allow the users to VPN to a shared drive, then host the back end on the shared server, and have them instill front ends on their local machine that map to the back end once connected via vpn.

A hosted database like SQL, which allows record locking.  Using Access in a File shared environment can not work.

 

Other option could be Writing your own sync routine to check out a copy, then merge the checked out file with its master.
